The Campaign Strategy:

Your secretary tells you which roads to fix to please voters. But what happens when you've fixed them all? Simple. You create more work! Under the cover of night, break those perfectly good roads with your pickaxe. Then, in the bright light of day, proudly fix them with your hammer for the cameras and the votes.

You break already fixed roads and fix them again to gain votes. But you can't be caught by the police breaking roads and get thrown into prison.
